Cooking, like photography is 50% math, and 50% art. The art part, is teachable but limited, but the science part is DEFINITELY teachable.
If you want to know how to cook well, you first need to have a good palette. And how many people do you know who actually works on improving their palette? That's right, and that's why there are so few good chefs in the world.
